Even road-building, arguably a comparatively simple task in industrial society, is a highly complex process. To take into account the production and supply of materials, the relationship of the road to its destinations, its durability and the effects its construction will have on society as a whole, is not a simple question of political decision-making followed by an obedient execution of the will of "the People," unless every one of these processes - from the mining and production of the materials to the secondary effects of the road on the neighborhoods or ecosystems it passes through - could be thoroughly discussed, decided, and eventually regularly overseen by the assemblies, which would surely condemn people to endless meetings and paralyze society altogether.
